I consistently get a TAWS test failure on each and every flight.

Which aircraft are you using?

If it is a dual GTNXi install, when you are in flight, change the TAWS mode from within the TDS GTNXi Interface, Settings tab, for all units to the same TAWS Mode, then recycle power for the GTNXi to re-initialize.
