This question has been recently discussed in our Discord, we invite you there for further discussions, here is our answer:

At this moment both GTNXi units are linked as internally MSFS still does not provide for two independent HSI units:

We are still discussing if we want to decouple them, as this will cause some confusion, since the second unit would not be tied to anything internally MSFS-wise.

If you desire independent CDI behavior, the TDS GTNXi XPlane offers this feature.
